Small Park, Huge Impact: Rondo's Commemorative Plaza Under Construction

Since the construction of Interstate 94 in the 1960s tore apart St. Paul’s Rondo neighborhood and destroyed his childhood home, Marvin Anderson has worked to make sure the heart and spirit of Rondo lives on. As one of the co-founders of St. Paul’s annual Rondo Days, and a board director of Rondo Avenue, Inc., Anderson has made it his mission to help others remember and revive the spirit of Rondo. “Happiness is the ability to give back to your community and make your community better than when you found it. That’s the key to me. That’s the key to Rondo,” Anderson says.
 
Anderson is currently spearheading a project to bring the Rondo Commemorative Plaza to life. Located at 820 Concordia Avenue, the plaza is intended to facilitate reflection, connection, conversation and community. “It’s a living reminder of living in a village of Rondo, and it’s bursting to find creative expressions of old Rondo and new Rondo in a space that’s ours,” he explains.
 
The plaza, which celebrated its groundbreaking in October, will be a pocket park located in a lot where old Rondo’s last two-story building was constructed in 1917. After that building burned down in 2013, Anderson organized an uplifting community funeral where residents came together and celebrated their memories of the place. During the celebration, the idea came to Anderson to create a gathering space in the vacant lot of the old building, which would commemorate the old Rondo neighborhood.
 
“I said, ‘We’re going to build something on this site,’” Anderson recalls. “‘We’re going to create something here in memory of the building, but also in memory of Rondo.’”
 
The plan for the space includes a promenade of steps, a built-in sound system, green spaces with benches, a 30-foot tall marker that can be seen from Interstate 94, and panels and exhibits showcasing the history of Rondo. Future neighborhood events are also planned for the space, including concerts, spoken word performances and events for children.
 
“We want to show people you can do something with something small and have a huge impact on your community,” Anderson says. “I got so much from Rondo. Rondo gave me the foundation to do what I accomplished in life and when I came back home after traveling for school, I felt that it was important that I become a part of this community—and what could I do? It was to bring this joy of Rondo to others.”

J. Selby's Brings Vegan Cuisine to St. Paul

Vegans and vegetarians rejoice! A plant-based restaurant is coming soon to St. Paul, ready to serve brunch, lunch and dinner to herbivores and omnivores alike.
 
J. Selby’s plans to open on the corner of Selby and Victoria avenues this winter. Located in a building built in 1910, the restaurant’s renovation has been challenging. “Going from a convenience store, to a hair salon, to a restaurant is a huge jump,” says J.Selby owner, Matt Clayton. “The original 1910 construction is fascinating. We’ll keep the brick exposed since it’s a design element.”
 
Clayton, a practicing general surgeon for 18 years, decided to leave his job to pursue something different. With no direct plan in mind, Clayton left and kept his eye open for interesting opportunities.
 
It wasn’t until Clayton took a trip to Phoenix to run a marathon that he had the idea to open a plant-based restaurant. Having been on a vegan diet for three years, he was happy to discover a plethora of vegan dining options during his visit. He loved the menu so much at one restaurant, Green New American Vegetarian, that it became his inspiration behind bringing the vegan fare to the Twin Cities.
 
Clayton hired chef Rick Berdahl to develop J. Selby’s menu, which will include appetizers such as chili cheese fries, tots, quesadillas, nachos and buffalo cauliflower. The fast casual-style restaurant will also carry a variety of sandwiches including a club sandwich, buffalo soy curls, BBQ Beaf and a Philly. “A lot of the sandwiches will look and taste like meat, but they’re not,” says Clayton. J. Selby’s will also use some fake meat products from local company, The Herbivorous Butcher.
 
By opening up J. Selby’s, Clayton hopes he can use the restaurant to help change perceptions on what people eat. “The question is how can you affect change? There are a lot of people who are doing information—books, websites, speakers—but information sways a small percentage of people...but everyone has to eat,” says Clayton. “When you go to Seattle, Chicago or Phoenix, there are about 10-15 vegan places you can pick from. If we’re successful, I hope we’ll see more vegan options in the Twin Cities.”
 
 
 
 
 

Affordable Housing Goals Ahead of Schedule Along the Green Line

The Big Picture Project (BPP), a public-private partnership established to ensure and strengthen affordable housing along the Green Line, has just released a progress report showing it's already exceeded the halfway mark for its 10-year goals.
Since 2011, when the collaboration began:

·         3,573 units of affordable housing have been built or preserved—80% of Big Picture Project's 10-year goal.
·         968 lower income families have benefited from resources that help them stay in their homes—61% of the 10-year goal.
·         Of the 6,388 new housing units built along the Green Line, 1,269 (20%) are designated affordable.
·         More than $4.2 billion has been invested in residential and commercial development (not including the new stadiums) along the existing Green Line—more than half-way to the projected goal of $7 billion worth of development over 30 years.

“Five years ago, we were uncertain that our collective resources could meet the Big Picture's 'stretch' goal of creating and preserving 4,500 affordable housing units along the Green Line by 2020," says Russ Stark, St. Paul City Council and BPP member. "But we were able to meet that goal—years ahead of schedule—by focusing attention and resources on the need for affordable housing as part of new development along the Central Corridor."

To ensure people with low incomes benefit from access to light rail transportation by finding affordable housing nearby, the Big Picture Project originally set out three objectives along the Central Corridor:

·         Invest in the production and preservation of long-term affordable housing;
·         Stabilize the neighborhood and invest in activities that help low-income people stay in their homes and benefit from the new transit opportunity;
·         Strengthen families’ stability and quality of life through coordinated investments in housing, transportation, and access to jobs and education.
 
“The Big Picture Project has benefited stakeholders along the Corridor precisely because it looked at the big picture," says James Lehnhoff, vice president of housing development at Aeon and a BPP member. "The project recognized the vital interconnections between people, transit, employment, housing and amenities. As an affordable housing developer and owner, we appreciate this incredible interconnectivity because it has the ability to provide new or expanded opportunities for our residents.”

While the Big Picture's first five years have produced impressive results, the group's work will continue with a focus on highlighting successful examples of mixed-income housing—such as 2700 University, a project by Indiana-based private developer Flaherty and Collins—and addressing challenges faced by low income renters who are having a harder time maintaining and finding quality affordable housing. Residents with no financial buffers to absorb housing cost increases are often the first to feel the pressures of displacement. As the market potential of the Central Corridor increases, the collaboration wants to ensure that the most vulnerable members of the community don't get pushed aside.  If they want to stay in their community, they have good options.

"This is the next phase of the Big Picture's work," says Gretchen Nicholls, program officer at Twin Cities LISC and the project's coordinator. "We'll keep up the pace of affordable housing solutions, and share what we've learned with other emerging transit corridors as the region-wide system is built out. We're encouraged by the amazing progress we've made, and we'll continue striving toward an equitable economy—one in which everyone can participate and prosper."

Starting this July, the Big Picture Project will host a series of convenings focusing on promising solutions and innovative strategies to cultivate communities of opportunity along our regional transit corridors.
 

 
 

Heirloom brings "hipster farmhouse" feel and food to Merriam Park

When Wyatt Evans decided to leave his long-time position as executive chef at WA Frost and Company to open his own restaurant, scouting out neighborhoods was key. “First and foremost,” he says, “I wanted to have a neighborhood restaurant, a gathering space for the neighborhood.”
 
Next, he wanted to offer an ambience “that’s refined, but that shouldn’t read as stuffy. I wanted to create an environment like Grandma’s house without looking like Grandma’s house. Cool, but not too cool. Welcoming and comfortable.”
 
Of course, the food and the ethics behind it were essential to the new culinary endeavor. The cuisine, Evans explains, would be “inspired by the farmhouse, with elements of frugality and the total utilization of product. That’s the ethic I’ve been doing with food. In my new space, I wanted to amplify that idea and take it on in a way where we honor the past in the present by looking toward the future.”
 
Heirloom, located at the intersection of Marshall and Cretin avenues in St. Paul, is the result. Last July, Wyatt began renovating the former bakery and photography studio into his ideal restaurant. Studio M Architects in Minneapolis did the design and architectural work. According to Greta Johnson, a designer at Studio M, “the words he gave us were hipster farmhouse.”
 
“He came to us wanting to express a simple, old-fashioned feel,” she adds. “Heirloom vegetables, old seed packets and Audubon prints were our inspiration.” Friends of Evans’ provided graphic design, artwork and tables for the 2200-square-foot restaurant. Objects with a “Depression-era simplicity” added to the décor, Johnson says: “Things from the past resembling family heirlooms, that might have had meaning to a family at the turn of the century.” Adds Evans: “Mismatched antique chairs portray the humble aspect of how we’re trying to approach the business.”
 
Local and seasonal are a given at Heirloom, Evans says. “At this stage of the game, if you’re not using the fantastic local products we have, you’re not a player. We’re not trying to beat anyone over the head with local and seasonal; It’s just what it is. This is just how I cook. The menu changes based on availability. So the food and atmosphere reflect that.”

As for Heirloom’s location in the Merriam Park neighborhood, “Dozens of factors play into why you pull the trigger on one space versus another,” Evans says. “The deeper I dug into the neighborhood and got to know it, the desire to have a restaurant here like this began to unfold. In my opinion, this neighborhood has a strong demand for this kind of restaurant. The neighborhood people we met with expressed a desire for it.”
 
Heirloom’s location between Minneapolis and St. Paul, three blocks from the Mississippi River and near St. Thomas University, were pluses. Moreover, Evans adds, “There’s a really nice mix of people in this neighborhood in terms of age groups, and a good foodie contingent here in Merriam Park. Our goal is to be affordable and approachable, create top-notch quality food for less, and in doing so create a new place for neighbors to gather and eat.”
 

Greening the Green Line with POPS

The Trust for Public Land (TPL) recently released “Greening the Green Line,” a comprehensive report on the state of green space, and plans to improve it, along the Central Corridor. “Greening the Green Line” outlines a vision for a “charm bracelet” of parks and green corridors within a half-mile of the Green Line, including fresh public parks and privately owned public space (POPS) near new housing and retail construction. Pockets of parkland and public space would be connected, where possible, by bikeways and parkways.
 
The report has been in the works since 2012, when the Central Corridor Funders’ Collaborative tapped TPL to “lead a collaborative project that would build a shared understanding of how to integrate green space and common public gathering space in the corridor as development occurs,” says Jenna Fletcher, program director, TPL.
 
“Both the public and private sectors have a role in greening the Green Line,” writes Fletcher on TPL’s website. “The public sector needs to ensure that additional public parks are developed to keep pace with the demand from new residents and new workers…[and] private developers should play their part by incorporating high quality POPS into their developments.” 
 
“Greening the Green Line” outlines several changes that would significantly improve Green Line residents’ access to parkland and public space.
 
First, “city and public agency leaders must take a leadership role in pursuing a connected parks system,” says the report. A program of outreach, education and demonstration projects may encourage developers to pursue POPS, especially if the connection between POPS and higher property values can be made clear.
 
“Greening the Green Line” also encourages city and agency leaders to work with developers to incentivize the creation of new public spaces, through “stacked function” stormwater management (which uses creative landscaping and planters to alleviate flooding during rainy periods) and “value capture” approaches that can extract revenue from parkland and public squares.
 
Fletcher stresses that the Green Line’s “charm bracelet” will fit the area’s character and scale. “POPS can serve as complements to public parks, offering open spaces in varying sizes and forms where it may be difficult to develop public parks,” she says. “Open spaces do not need to be large, publicly owned, or even "green" for them to be beneficial for residents, workers and transit riders.”
 
The Twin Cities has successfully experimented with POPS already; Fletcher cites the MoZaic Building and Art Park in Uptown, which has a half-acre space connected to the Midtown Greenway and Hennepin Avenue.
 
The first Central Corridor POPS since the Green Line’s opening aren’t far off. Fletcher is particularly excited about Hamline Station, a mixed-use development between Hamline and Syndicate that will feature street-level retail, 108 affordable housing units and a central, open-to-the-public “pocket park.”
 
Green Line residents and neighborhood associations can encourage changes in existing and planned developments, too. “Sometimes doing something temporary, like parklets or painting the pavement, can be helpful first steps that serve as a spark that can create momentum for community members to coalesce around bigger ideas,” says Fletcher. “This can set the table for later, bigger investments.”
 
Though “Greening the Green Line” lays out a vision for years to come, Fletcher stresses that there’s a real urgency around the issue of green space in the Central Corridor. About 15 percent of the total land area of Minneapolis and St. Paul is parkland, but the Green Line is less than 5 percent parkland and public space. If nothing is done now, she says, the problem could get worse as more people move into the area and convert its remaining public land to housing, retail and office space.
 

St. Paul Bicycle Plan widens its scope

The City of St. Paul recently revealed the latest draft of the comprehensive St. Paul Bicycle Plan, which proposes adding more than 200 miles of bikeways to the city. Incorporating public input on a previous draft of the plan, the latest manifestation takes a wider look at bicycling in the city. The plan now addresses bicycle parking, traffic signals, bicycle counting programs and other topics.
 
“This is a very significant effort,” says Reuben Collins, transportation planner and engineer, St. Paul Department of Public Works. “This is the first time the city has had a stand-alone vision for bicycling across all the city departments and the first time that we’ve really looked at the neighborhood level to ask what are the bicycle connections.”
 
St. Paul residents voiced feedback on the plan at a series of open house events and through Open St. Paul, as well as in personal emails and letters. Much of the community input called for addressing questions around wayfinding, trail lighting and zoning codes that would require bike parking in new developments, and encourage the incorporation of locker rooms and shower facilities to better accommodate bike commuters. The plan was revised to include much of that community feedback, according to Collins.
 
In development since 2011, the plan’s major aim is to complete the Grand Round trail system originally envisioned in the late-1880s as a figure-eight loop encircling both Minneapolis and St. Paul. The plan would also add a 1.7-mile loop in downtown St. Paul, which has been a notable void in the city’s bicycling infrastructure.
 
There is currently a recognizable disparity in the geographical layout of bikeways throughout the city, as well. While bicycling facilities are relatively abundant in the western half of the city, historically, there has not been equal investment in bicycling infrastructure on the East Side of St. Paul, according to Collins.
 
“I think there are a lot of reasons for that (disparity), but it’s something we are very aware of and looking to change,” he says. “We are looking to address that and reach some sort of geographical equity throughout the city.”
 
While city-specific numbers are hard to come by—something the plan seeks to address with bike counting protocol and programs—regional studies show a steady incline in the number of people riding bikes throughout the Twin Cities.
 
Bicycling rates increased 78 percent in the metro area from 2007 to 2013, according to a report from Bike Walk Twin Cities, a program of Transit for Livable Communities.
 
While Minneapolis is consistently ranked amongst the top bicycling cities in the country, St. Paul has struggled to keep up with its bike-friendly sibling to the West. “Certainly we can say anecdotally we know there are a lot more people riding bicycles [in St. Paul],” Collins says.
 
The St. Paul Bicycle Plan looks to solidify that growth in ridership by cementing an official citywide vision for bicycling. Planners hope to have the plan incorporated into the St. Paul Comprehensive Plan; one of the plan’s goals is St. Paul becoming a world-class bicycling city.
 
Sources of funding for the long-range plan will be “many and various,” Collins says. One significant potential source is the 8-80 Vitality Fund proposed by Mayor Chris Coleman. In his budget address this summer, Coleman earmarked $17.5 million to rebuild “key portions of our streets,” including completing Phase One of the downtown bike loop as laid out in the Bicycle Plan. He dedicated another $13.2 million towards completion of the Grand Rounds.
 
“It will be a very sizable investment to really get the ball rolling to implement the recommendations in the plan,” Collins said of the Mayor’s funding priorities with the 8-80 Vitality Fund.
 
The plan will next go before the Saint Paul Planning Commission October 17 where another public hearing will likely be set. After that, it goes back to the transportation committee, back to the Planning Commission, then on to the City Council for a final vote and hopefully adoption. Collins says the earliest he expects the plan to be put up for a vote is February of 2015.
 
 
 
 

CREATE: The artful meal and "food system intervention"

On September 14, 2,000 people will join artists and food activists at a half-mile long table down the center of Victoria Street in St. Paul as part of “CREATE: The Community Meal”—a public art project headed by artist Seitu Jones. Designed as a creative “food system intervention,” the project aims to lower barriers to healthy food access in some of city’s most densely populated and culturally diverse communities.
 
While a lot of work is being done in cities to address issues surrounding healthy food access, CREATE is taking a new approach. “We’re making this an artistic experience from the minute 2,000 people walk through the gate,” says Christine Podas-Larson, president of Public Art Saint Paul, which is orchestrating the project.
 
Everything will have an artistic touch, from the movements of the servers and hosts, which will be choreographed by Ananya Dance Theatre, to the blessing by poet G.E Patterson, right down to the 2,000 placemats handcrafted by paper artist Mary Hark using only bio-matter collected from the yards, alleyways and parks of the Frogtown neighborhood.
 
Spoken word artists including TouSaiko Lee, Deeq Abdi, Laureine Chang, Nimo Farah and Rodrigo Sanchez will perform original pieces with youth from Frogtown and Cedar-Riverside. Their work will investigate food traditions of the various cultures that make up the community.
 
Artists Emily Stover and Asa Hoyt are fabricating several Mobile ArtKitchens to demonstrate healthy food preparation around the city. They will be hosted by youth from the Kitty Andersen Science Center at the Science Museum of Minnesota and Youth Farm.
 
Chef James Baker, of Elite Catering Company and the Sunny Side Café—regularly voted best soul food restaurant in the Twin Cities —will prepare the meal with local ingredients grown specifically for the event by area farmers.
 
Guests will be presented with a healthy, locally sourced spread that includes 500 free-range chickens from a farm in Northfield, several vegetable dishes like collard greens and salad, an Ethiopian Bean dish from Flamingo Ethiopian Restaurant’s menu, corn bread and more.
 
Many of the growers, including those from Minneapolis-based Stones Throw Urban Farm and the Hmong American Farmers Association, are based in the Frogtown and Summit-University neighborhoods. The Minnesota Food Association is overseeing all the food production and sourcing.
 
“This is an opportunity for folks to meet their farmers,” Jones says. “Most of the funds are going into the pockets of farmers and artists. So this is an effort also to really pay attention to the local economy.”
 
Jones was inspired to put on this massive community meal while sitting in his storefront studio in Frogtown. He noticed an endless parade of people walking to the local convenience store and returning with bags of groceries. “Many times those bags would be filled not with fruits or vegetable, but with pre-packaged food,” he says.
 
Along with a group of local food activists, he received a grant from the USDA to do a food assessment of Districts 4, 5, 7 and 8 in St. Paul. He expected many of the obstacles the group found preventing residents from making healthy food choices, such as cost and convenience. One finding came as a surprise though.
 
“People don’t know how to make a healthy meal,” Jones says. “While we intuitively know what a healthy meal is, there are some folks that have lost the ability to prepare [one]…it wasn’t passed on.”
 
Jones began hosting small healthy community meals in residents’ homes, backyards and driveways more than a year ago, collecting “food stories” along the way. One story, told by Va-Megn Thoj, of the Asian Economic Development Association, chronicles his family’s journey across the Mekong River while fleeing oppression in Laos.
 
On arriving at a refugee camp in Thailand, he encountered a bright red fruit he had never seen before at a vendor’s stand. The vendor cut him off a chunk to try. The tart sweetness of every apple he has eaten since brings him back to that day, he says.
 
“We all have these food stories, and these stories are written in fats, carbohydrates and nutrients,” Jones says. “These stories go back for generations.”

“Food is so universal. Food is something that we all share, and most importantly…food defines us,” Jones says. “In many cultures, the way it’s prepared can be this act of love, and that’s what the community meal is. It is an act of love.”
 

Cycles for Change bikes into underserved neighborhoods

The bicycling renaissance in the Twin Cities is in high gear. Minneapolis and St. Paul are both working to expand already respectable bicycling infrastructures, and more residents than ever, from all walks of life, are getting around town on two wheels. But, as Jason Tanzman of Cycles for Change in St. Paul is quick to point out, “the reality is the bike movement is a white movement.”

That’s something Cycles for Change, a nonprofit community bike shop bordering the Frogtown and Summit-University neighborhoods, is looking to change.

“Our vision is to build a diverse and empowered community of bicyclists,” says Tanzman, the director of development and outreach for the organization.

In addition to a full service retail and mechanic shop, Cycles for Change offers a host of programming designed to build a resilient and diverse community around bicycling—and it is quickly gathering momentum.

In 2013, the organization lent out 290 bikes from their Bike Library by partnering with community and civic organizations from around the metro to pair eager riders from low-income areas with new sets of wheels for 6-month leases. Riders in the Bike Library program also get a complimentary helmet and lock, and training to be confident and safe on the roads.

The Build a Bike Class brought in 120 area youth who constructed their own bikes from the ground up, learned how to maintain their bikes and mastered the rules of the road before riding out the door, according to Tanzman. Cycles for change also mentored 12 youth apprentices last year—many of them now help design and run the organization’s programs and retail shop.

Many of the people joining Cycles for Change represent populations Tanzman says are not adequately represented in the bicycling movement. The fastest growing groups of bicyclists nationwide are people of color, according to a report by the League of American Bicyclists.

From 2001 to 2009, the percent of all trips that are by bike in the African-American population grew by 100 percent. Trips by Asians-Americans grew by 80 percent and Hispanics took 50 percent more trips by bike during that period, while whites saw a 22 percent increase, according to the equity report.

When it comes to making decisions about where new bike lanes will go or advocating for how new bike trails are designed, people of color and people of low socioeconomic status aren’t adequately represented at the table, Tanzman says.

“No matter how many people of different racial groups ride bikes, there is an underrepresentation of people from low-income communities and people of color in the decision-making bodies,” Tanzman said.

In many ways, these are groups that would particularly benefit from improved bicycling infrastructure. “A bike is a way to save money,” he says. “A bike is a way to live a healthy life.

According to Tanzman, 25 percent of the households in the Cycles for Change neighborhood don’t have access to a car. “Then of those other 75 percent that do, they might have one car in the household, and maybe it’s not that reliable, maybe it costs a lot of money to gas it up every week,” he says.

“There are so many natural opportunities to build alliances and really make the bicycling movement a multi-racial, multi-ethnic movement that it’s not right now.”

Cycles for Change is hosting a Spring Celebration Monday May 19 from 5:30 p.m. to 7:00 pm at the shop, 712 University Avenue East.

University Avenue corridor to be called 'Little Africa'

Too often, people pass by the businesses on Snelling Avenue, near University in St. Paul, without stopping.

As one way to change that, the African Economic Development Solutions (AEDS) group is leading an effort to brand the district that spans Snelling Avenue between University and Minnehaha avenues as “Little Africa.”

Soon, the Central Corridor light rail transit line will run through the area, but in the meantime, the construction has decreased foot traffic in the district and beyond.

Bruce Corrie, who is a business professor at Concordia University in Saint Paul, explains that the branding campaign comes out of the broader, nonprofit-driven World Cultural Heritage District. This emerged as a way to help businesses stay afloat during the light rail construction on University.

The idea is to make the area a destination for ethnic tourism. Here, “there’s a growing presence of African Americans,” he says, adding that it includes about 20 immigrant businesses.

Further, “African immigrant groups are very dynamic and entrepreneurial,” he says. “We want to capture that.”

It follows other similar branding efforts along different segments of University, including “Little Mekong” (see The Line story here) and the African American Cultural Corridor.

The districts would also relate to similar areas in Minneapolis and Brooklyn Park.  As it is, “There’s not a strong cultural infrastructure in Minnesota,” he says, adding that it’s an opportunity. “We’re trying to tap into the global market.”

While encouraging more people to come to the district, another goal is to “develop the cultural capacity,” he says.

Eventually signage will come to indicate the district visually.

“One challenge is to get the attention of policymakers,” to help bring more resources to the area, he says.

Recently the district rolled out a voucher program, offering $5 coupons to district shoppers. Also, the Snelling Café will host a free book exchange through its new Little Free Library, which it’s celebrating with a July 27 luncheon.

Irrigate Arts trains 200 artists to do public art along Central Corridor

This past winter, over 200 artists trained to do collaborative public art projects as a part of Irrigate.

It's a creative placemaking initiative for the coming Central Corridor light rail transit line. 
 
The workshops have seen more than double the level of participation that was anticipated for their first year by Springboard for the Arts, which is administering the initiative, according to Laura Zabel, who leads the organization.
 
“It’s a demonstration of the demand and interest in artists engaging the community,” she says, adding that emerging and established artists from a wide variety of disciplines have gotten involved.
 
Once artists go through the training, they can apply for grant money to do collaborative projects along the Central Corridor. Already, a number of mural projects have come out of the project, along with a concert series and more. “We’re really starting to feel the momentum,” she says.
 
For example, Leonardo’s Basement in Minneapolis is working with the Avalon School in St. Paul to create something it’s calling “sculptural mobile units,” which will travel to various events. 
 
A new business at Frogtown Square in St. Paul, which isn’t ready to go public yet, worked with Irrigate to organize a workshop called, “Make it Mysterious.” Artists designed temporary murals for the space. It led to “really cool visual pieces that animate that corner,” and the business is building on it, says Zabel. 
 
The various art events draw people to the corridor, which is especially important as construction is ramping up again, she says.
 
Irrigate is open to suggestions; on its website, it has a map where people can identify spots where art is needed. “I’ve seen people saying, here’s this ugly wall or huge dead tree, or available green space,” she says. “People know that artists think of all those things as opportunities.”

Summit Hill community members trying to establish a $5,000-plus community garden in the neighborhood

A group of community members in St. Paul’s Summit Hill neighborhood are working to bring an idea for a community garden to fruition.

It’s something that the Summit Hill Association (SHA) has been talking about for several years and it’s finally starting to come together, according to Kate Pearce, who chairs the neighborhood group’s environment committee.

“As most community gardens are aiming to do, we want to use more green space for the cultivation of food and to do some community-building at the same time,” she says. “It’s just a more sustainable way of growing food and getting it local.”  

Community gardens are also good for security, with more people out and about who know their neighbors, she says. “It’s something the neighborhood wants and needs.”  

SHA, which has scouted out various locations for the garden, is currently eyeing a site at Linwood Park, between the recreation center and tennis courts, where there’s open lawn space.

Already, SHA has looked into the feasibility of the city-owned site. The biggest challenge will be to create the infrastructure to pipe water into the garden, which will probably cost $5,000, according to Pearce.  

The soil may also need to be tested, while the garden's size and the number of plots are also yet to be determined.

At a Feb. 28 public meeting that the environment committee is hosting, “We’ll get to know how many people are interested in helping to get it going,” she says.

Then, they’ll be able to come up with a rough timeline and a plan for fundraising and applying for grants for the project. At this point, Pearce is unsure what its total cost might be.  

Although the timeline is still unknown, Pearce predicts that the garden could be ready in the spring of 2013.

“We’re assuming there’ll be a high demand,” she says. “We have to figure out how to make it equal-opportunity [so] that it’s fair to everyone.”

Minnesota Housing Partnership gets $750,000 to help lead new federal 'place-based' initiative

The St. Paul-based Minnesota Housing Partnership (MHP), a nonprofit organization that preserves and creates affordable housing, last week received $750,000 from the federal government to help carry out a new "place-based" community assistance program.    

MHP was chosen through a competitive process, along with a dozen other organizations nationwide to work with the U.S. Housing and Urban Development (HUD)'s recently formed arm, OneCPD, which refers to its Office of Community Planning and Development.  

Although the details of the new program are still coming together, MHP executive director Chip Halbach explains that the consortium will probably be on hand to help HUD in a more consistent way than it has in the past.

Previously, HUD hired the housing organization for specific needs, helping to revise an organization's property management practices or meet income-tracking requirements. "There are specific chunks of work we would come in and do," he says, adding, "This points to a different approach."  

Basically, HUD is going for a more broadly based integrated community development style, while MHP's focus will be on the Upper Midwest, according to MHP information.

Halbach says he's excited about HUD's new direction. In his view, "There's a lot of potential for what could be done."

As a part of this new initiative, HUD has pulled together various agencies that can lend different types of expertise, including affordable housing, business and community planning, economic development, infrastructure planning, construction management, sustainable design and natural resource protection, and market research, among other things, according to MHP information.  

Other local organizations that are a part of this effort that MHP is leading includes the following: Bonestroo Inc., the Metropolitan Consortium of Community Developers, and Affordable Housing Connections, Wisconsin Partnership for Housing Development, Great Lakes Capital Fund in Michigan and Seattle's Sound Thinking.

The Lyric at Carleton Place awarded for sustainable design

Sustainability was a priority for the Johnson Brothers Liquor Company, developers of The Lyric at Carleton Place apartments, which opened a year ago on University and Hampden avenues in St. Paul.

Recently, the Lyric received an award from the city recognizing its strides in this area. The 2011 sustainability awards went to a dozen businesses, organizations, and individuals on the cutting edge of everything from green construction to cleanup and beautification, according to city information. 

To add to that, this week the apartment building will host an event called "Hats Off to the Corridor," featuring art, music, and food to celebrate the Central Corridor light rail transit line that is planned to connect Minneapolis and St. Paul.

The 171-unit apartment building, which has a black-box-style theater, exercise room, community area, and gallery, is connected to the Carleton Place Artist Lofts. It's the first new construction project to be completed along the Central Corridor. The Lyric has also been designated part of the city's Energy Innovation Corridor, which spotlights sustainable developments along the light-rail line.

Beth Pfeifer, a spokesperson from The Cornerstone Group, one of the project's collaborators, says that in keeping with previous Johnson Brothers projects, "It's important to them to develop something that stands the test of time." 

Collaborating with the Cornerstone Group, BKV Group, Yen Chee Design, Jaeger Construction, Xcel Energy, and the Weidt Group, the Johnson Brothers found numerous ways to reduce noise and waste, improve air quality and energy efficiency, and filter stormwater, according to project materials.

To do so, it took full advantage of advanced heating and cooling systems plus Energy Star-certified appliances, native plants, and a rooftop garden, among other things.   

As a result, the building is 22 percent more energy efficient than similar developments. Pfeifer says the cost of achieving this level of energy efficiency was minimal, overall, and it'll pay for itself within a couple of years. "We hope it's an impetus for others to invest in [energy efficiency] as well."

$4.3 million tunnel to provide pedestrian connection between University Avenue and capitol

In conjunction with the coming Central Corridor Light Rail Transit line that will link Minneapolis and St. Paul, a new $4.3 million tunnel is needed to accommodate foot traffic near the state capitol at University Avenue North.

The tunnel will add to an extensive subterranean tunnel system throughout the capitol complex in St. Paul that was constructed in various stages between 1913 and 1984, according to Jim Schwartz, a spokesperson for the Minnesota Department of Administration.

The tunnels protect pedestrians from the elements while providing easy access to and from various buildings on the campus.

Recently the department sent out a request for proposals with a March 16 deadline for design and engineering work on the tunnel. Schwartz says the state agency will bring its funding request to the state legislature in 2012.   

The reason for a tunnel, here, he says, has to do with the siting of the light rail line at this juncture. It'll block off street-level crossing on University Avenue North.

"There'll be a wall to the north of the capitol, on the south side of University," he says. "In addition to the fact that trains will be going back and forth, it'll eliminate the pedestrian crossing at grade [on University Avenue North]," with the nearest crossing down the road on Rice Street.  

The tunnel, which will connect the campus's north and south ends, will be nearly 30 feet wide, he explains. It'll be adjacent to a smaller existing tunnel that will be used for utilities.       

One requirement is that the tunnel be done in keeping with the capitol building's historic status, he says.
